সোমবার থেকে টানা ৭ দিন ছুটি স্কুল , কলেজ , ইউনিভার্সিটি

 সোমবার থেকে টানা ৭ দিন ছুটি স্কুল , কলেজ , ইউনিভার্সিটি 


গরমের তীব্রতা বেড়ে চলেছে দিনের প্র দিন । বাইরের তাপমাত্রা পার করেছে ৪০ ডিগ্রি । এই তীব্র গরমে যাতে স্কুল কলেজের ছেলে মেয়েদের যাতে কোন আসুবিধে না হয় তাই আগামী সোমবার থেকে শনিবার পর্যন্ত সমস্ত স্কুল কলেজ বিদ্যালয় বন্ধ রাখার সিদ্ধান্ত নিয়েছেন মাননীয়া মুখ্যমন্ত্রী মমতা ব্যানার্জি । তিনি বলেন তীব্র গরমে বাচ্চাদের বিদ্যালয়ে যেতে আসতে খুব কষ্ট হচ্ছে । এছাড়াও বাচ্চারা চোখ জ্বালা করা , মাথা ব্যাথা করার কথা বলছে । তাই ১ সপ্তাহ স্কুল , কলেজ , ইউনিভার্সিটি  সব বন্ধ রাখা হবে।

এছাড়াও বেসরকারি স্কুল , কলেজ , ইউনিভার্সিটি  কেও আনুরোধ করা হয়েছে যাতে তারাও স্কুল বন্ধ রাখে।

শুনুন তিনি কি বললেন 


পরের সপ্তাহের গরমের ছুটির প্রসঙ্গে তিনি বলেন যে গরমের ছুটি জেম্ন ছিল তেমনই থাকছে । অর্থাৎ গরমের ছুটি যেমন ২রা মে থেকে পড়ছিল তেমনই থাকছে । তাতে কোন পরিবর্তন এখন হচ্ছে না।
এছাড়াও সাধারণ মানুষের জন্য তিনি গরম থেকে বাঁচতে বেশী করে জল খাওয়ার পরামর্শ দেন ।

Considering the prevailing heat wave situation, the competent authority has decided to close all Autonomous/State/Central Government Aided, Sponsored, Private Schools in the State of West Bengal, with effect from 17th April, 2023 for one week or until further order which ever is earlier, except for the schools in hill areas of Darjeeling and Kalimpong districts, where in existing academic schedule will continue.
The teaching and non-teaching staff will also remain on leave as a special case during the period or till the schools reopen. However, the teaching / non-teaching staff of schools shall make suitable arrangements for conducting extra classes after re-opening of the schools to makeup the loss due to closure of schools as stated above, in the interest of the students.

You are therefore, requested to take necessary action accordingly.

NOTIFICATION

Paragraph (l)(a)(viii) read with paragraph 9 of the Appendix to the Management of Recognised Non-Government Institutions (Aided and Unaided) Rules, 1969, provides for the grant of Quarantine Leave to a teaching and non-teaching employee of school in consequence of the presence of infectious disease in the family or household of a teacher or non-teaching employee of a school and when his/her attendance at office/place of duty is considered as hazardous to the health of other employees.

With the passage of time, outbreak of some other diseases in the country had been considered to be infectious of which COVID-19 has been declared Pandemic by WHO in recent time. The Finance Department, Government of West Bengal after taking the valued opinion of Health & Family Welfare Department vide Memorundum No.3230F(Pl) dated 18th November, 2020 has already included COVID-19 and other infectious diseases in the Quarantine Leave for the State Government employees.

In view of this, inclusion of other infectious diseases including COVID-19 under the provision of Appendix to the Management of Recognised Non-Government Institutions (Aided and Unaided) Rules, 1969 pertaining to Quarantine Leave was under active consideration of the Government.

Now, after careful consideration, the undersigned is directed to include the following five diseases in the list of infectious disease for granting of Quarantine Leave under said Rule in addition to the existing diseases as specified therein:

1.   SARS

2.   MARS

3.   COVID-19

4.   Avian Influenza (H5N1) / Novel Influenza

5.   Crimean Congo Haemorrhagic Fever (CCHF)

Paragraph 9 of the Appendix to the Management of Recognised Non-Government Institutions (Aided and Unaided) Rules, 1969 stands modified to such extent.

All other/ norms related to sanction of Quarantine Leave will continue to be the same as'laid down under the said rule.

Amendment of the rule to that extent will be made in due course.

ORDER

Sub: Clarification on the issue of grant of Quarantine Leave

Whereas, The State Government in the School Education Department vide 
Order no. 15-DSE-18099/1/2022-DP SEC-DSE Dated 04.01.2022 has included certain infectious diseases including Covid 19 for grant of Quarantine Leave in the respective Leave Rules;
And Whereas, some confusions have been created over the issue of grant of Quarantine Leaveto the teacher/non-teaching staff who him/herself is suffering from such infectious diseases including Covid 19 and Whereas the state government in school education department has taken a note of same and felt to issue an order to mitigate such confusion thus generated,
Now there with prior approval of the competent authority, it is stated that:

(a) The Quarantine Leave, as defined in the Leave Rules for Teachers/non-teaching staff, says that the Quarantine Leave, is a leave of absence from duty necessitated by order not to attend school in consequence of presence of infectious diseases in family or household of a teacher/non-teaching staff.

(b) The Leave Rules include the list of infectious diseases including recently added Covid 19.

(c) The very purpose of the Quarantine Leave, in view of public health, is to restrict the infectious diseases from further spreading.

(d) By definition, the family of the teacher/non-teaching staff includes the teacher/non-teaching staff him/herself as part of his/her family. 
In view of above, it is clarified that teacher/non-teaching staff on account of suffering by him/herself or other members of family from infectious diseases including Covid 19, may avail Quarantine Leave. DI(S) concerned must ensure that there is no confusion created while implementing the order.

To: THE HEADS OF ALL RECOGNISED SECONDARY SCHOOL 

Sub: Extension of tenure of the Managing Committees/Adhoc Committees/Organising Committes/Administrators of recognised Secondary Schools upto 15/07/2023 

It has come to the notice of the Board large number of schools have submitted election programmes for their respective Managing Committee (as applicable) in the Month of April and May 2023. However, due to the upcoming Panchayat Election 2023, whose schedule is expected to be announced shortly, resulting in pre election restrictions, therefore, constitution of Managing Committee/Organising Committees/Ad-hoc Committees will not be possible.

Similarly the terms of D.D.O. /Administrator ending during this period cannot be extended for the said restrictions.

To avoid administrative vaccum and consequent hardship upon the schools, extension of the term of Managing Committee/Ad-hoc Committee/Organising Committee/Administrator for a short period, seems necessary.

Therefore, it is hereby notified that the tenure of Managing Committee/Ad-hoc Committee/Organising Committee/ Administrator is extended upto 15/07/2023. From this day of notification till upto 01/06/2023, no election programme shall be conducted in the school for reconstitution of Managing Committee. Between 02/06/2023 to 15/07/2023, the reconstitution of Managing Committee/Organising Committee/Ad hoc Committee of schools be completed, as deemed necessary.

Nevertheless, the following be noted: 1‘. The Board, reserves the right to appoint Administrator/Ad-hoc Committee where the same will be necessary for Administrative reasons. 2. This circular is not applicable in respect of schools where contrary order from the Hon’ble Court prevails. 3. In case of any doubt or dispute in the matter of holding election for constitution/ reconstitution of Managing Committee at any stage, the matter shall be referred to the Board. 4. If the schools fail to hold election, as applicable, between 02/06/2023 to 15/07/2023 as per adopted election programme without bonafide reasons, such schools will not get the benefit of this circular.

MEMORANDUM

At present the Muslim employees who are on ROJA (fasting for RAMZAN), are permitted to leave office at 4 pm during the month of RAMZAN.

After careful consideration of the matter and in suppression of all previous orders in this respect, the undersigned is directed by order of the Governor to say that the Governor has been pleased to order that the Muslim employees of this State Government, who will be on ROJA (i.e. fasting for RAMZAN) may be permitted to leave office at 3-30 pm during the month of RAMZAN. 

The Head of Offices / Departments are to make necessary arrangements to ensure that the normal works and functions of the Offices / Departments are not hampered in the event of early departure of the concerned employees.

This order shall take immediate effect.

As directed, I am to inform you that the Council is going to upload the Marks Entry

Module for Class-XI Annual Examination on 11.04.2023. Institutions have to enter the

marks of the students of Class-XI Annual Examination by visiting Council online portal

(https://wbchseapp.wb.gov.in/portal/sec users/loein) from I 1.04.2023 to 02.05.2023 using

existing login id & password. A detailed guideline is attached with this notice for ready

reference.

1. প্রথমে কাউন্সিলের ওয়েবসাইটে প্রবেশ করুন https://wbchseapp.wb.gov.in/portal/main এবং ব্যবহার করে  পূর্বের  কাউন্সিল কর্তৃক প্রদত্ত লগইন ইউজার আইডি ও পাসওয়ার্ড দিয়ে।

2. লগইন করার পর, ড্যাশবোর্ডের বাম দিকে ফর্মের অধীনে > স্টুডেন্ট মার্কস-এ যান

আপলোড (ইন্টারফেস নিচের মত দেখাবে)


3. তারপর ফর্মের ধরণে শিক্ষার্থীর ধরন নির্বাচন করুন, আপলোড করতে চান চিহ্নিত করুন, যেমন currently registered or DC XI student


4. এবং অনুসন্ধান বোতামে ক্লিক করুন, বর্তমানে নিবন্ধিত শিক্ষার্থীদের তালিকা প্রদর্শিত হবে


অথবা শিক্ষার্থীর প্রথম নাম / ফর্ম আইডি / রেজিস্ট্রেশন নাম্বার ব্যবহার করে অনুসন্ধান(Search)  করতে পারেন। 

5. নিজ নিজ বিষয়ে নির্বাচিত শিক্ষার্থীর  theory ও practical. নম্বর এন্ট্রি করতে Add বাটনে ক্লিক করুন।




6. সমস্ত বিষয়ের মার্ক ইনপুট করার পরে, কাউন্সিলের পোর্টালে সংশ্লিষ্ট শিক্ষার্থীর নম্বর Save করতে Submit বোতামে ক্লিক করুন।


7. কোনো ত্রুটি সংশোধন করতে  হলে Edit বোতাম ব্যবহার করে Submit চিহ্নিত ছাত্রের ডেটা সংশোধন  করতে পারেন এবং তারপরে পরিবর্তনগুলি Save করতে Submit এ ক্লিক করুন৷

1. First enter in to the Council’s Website https://wbchseapp.wb.gov.in/portal/main and login using

credentials given by Council earlier.

2. After Login, on the Left side of the dashboard under the Forms > go into Student Marks

Upload (Interface will look like follows)


3. Then select the type of student’s on Form Type, mark want to upload, i.e. currently registered
or DC XI student


4. And click on the Search button, List of currently registered student will appear


Or can Search using student’s First Name / Form ID / Reg. No


5. Click on the Add Button to entry selected student marks on respective subject in the respective
field of theory and practical.



6. After inputting all the subject marks, click on the Submit button to save the respective
student’s marks on Council’s Portal.



7. In case of any edit required can edit the submitted student marks using Edit button and then
click on Submit to save changes.
