বাংলার শিক্ষা SMS পোর্টালে নতুনন্মডিউল জীগ করা হয়েছে । এই মডিউলে যতক্ষন না শিক্ষককে যতক্ষন বিষয় না বিষয় দেবেন ততখন তিনি নম্বর আপলোড করতে পারবেন না তার লগ ইন আইডি দিয়ে । এটি যখনই তিনি নম্বর আপলোড করতে যাবেন কোন তখন তাকে ক্লাস সিলেক্ট অপশনে ক্লাস সিলেক্ট করতে দেবে না । ECA মডিউলে প্রথমে সেই শিক্ষককে সেই সাবজেক্ট কে দিতে হবে তবেই তিনি সেই ইউনিটের পরীক্ষার নাম্বার তুলে পারবেন তার লগ ইন থেকে ।
এই কাজ করার জন্য সব থেকে প্রথমে SMS পোর্টালে স্কুল লগ ইন দিয়ে লগইন করে দিয়ে লগইন করতে হবে । লগইন করে প্রত্যেক ক্লাসের প্রত্যেক বিষয়ের জন্য শিক্ষক assign করতে হবে । দেখুন কি ভাবে এই কাজ টি করবেন ।

BanglarShiksha - Student Promotion / Detention Module
This
is mainly a simple presentation of Promotion or Detention of students. Through
this presentation, it is very much easy to understand to promote or detain a
student.
HOI (Head of the Institution):
After
successfully logged in by HOI, then click on “Student Promotion Detention” from
“2019 Student Mgmt”. Then the following screen will be displayed.

If
HOI wants to promote or detain a student of class I then,HOI needs to click on
“Submit”, and then the following
screen will be displayed.

If
HOI wants to promote first student of roll no 1 and detain second student of
roll no 2, then he needs to check detained part of second student. The section and the roll no are automatically
generated by the system. In addition with,if he wants to change the section or
roll then he has to select corresponding section from “Promoted/ Detained Section”, HOI will be able to insert roll no in
“Promoted/Detained Roll No”. After
that he/she needs to be click on “Save
as Draft”, the bottom part of this screen, then the following screen will
be displayed.
After
that HOI need to be click on “Save as
Draft”, then the following screen will be displayed.

successful promotion and detention, then “Finalize”
button will be appeared. After that HOI needs to click on “Finalize” button, and then the following screen will be displayed.

Same
activities will be continued for the highest class of the school. Here higher
class is IV. If HOI click on “Submit”
of class IV, then the following screen will be displayed.

If
HOI wants to detain of first student from the list of roll no 1 and promote the
second student of roll no 2, then the following screen will be displayed.

Here
the first student is detained and highest class of this school is IV, so the
“Promoted/Detained Class” will be IV and Section and Roll No will be entered by
HOI.
On
the other hand, second student is promoted, so the “Promoted/ Detained Class”have
no option to choose. It is showing only “Promote and Leave School”, and then
the following screen will be displayed.

After
selection all details, HOI needs to be submit the button, “Save as Draft”, then the following screen will be displayed.

HOI needs to click “Back” button,
top right corner of this screen, then the following screen will be displayed.

successful promotion and detention, then “Finalize”
button will be appeared. Then HOI needs to be click on “Finalize” button, and then the following screen will be displayed.

Since
the class IV is the higher class of this school, so “Download Transfer
Certificate” will be the available for only the class IV. After that HOI needs
to click on “Download Transfer
Certificate”, and then the transfer certificate will be generated.

Note: If the image of all students is not
properly submitted or the reason for pending image upload of the student is not
submitted, then the student promotion or detention module will not be opened,
then a alert message will be appeared. So HOI should complete to upload all the
students’ image or should submit the reason for pending image upload.

UIDIA plan to setup 114 aadhar secara kendra
23 AADHAR center already running across the country ,Another 93 seva kendra will open soon
The UIDAI has a target of having a total of 114 Aadhaar Seva Kendras all over India
You can book an online appointment to avail various Aadhaar-related services at these centres
UIDAI said it plans to open a total of 114 standalone Aadhaar enrollment and update centres in 53 cities across India. In case you don't have an Aadhaar centre nearby, you can visit any of the 35,000 Aadhaar enrollment centres run by banks, post offices and state governments.
Before visiting these Aadhaar centres, you need to take an online appointment on UIDAI portal.
What you can do at Aadhaar Seva Kendras:
● Fresh Aadhaar enrollment
● Name Update
● Address Update
● Mobile No. Update
● Email ID Update
● Date of Birth Update
● Gender Update
● Biometric (photo, fingerprints + Iris) updat

Online Submission of ROPA-2019 trough OSMS of West Bengal Teacher
এ বছরের রোপা মানে রোপা ২০১৯ এর অপশন ও পে ফিক্সশেসন যেমন দিতে হবে র্ফম এর মাধ্যমে লিখিত আকারে তেমনি সেই পে ফিক্সশেসন করে দিতে হবে অনলাইনে OSMS ওয়েব সাইটের মাধ্যমে । এই কাজটি পুরটাই হবে OSMS ওয়েবসাইটের HOI লগইনের মাধ্যমে । বিদ্যালয়ের সকলে তাদের পে ফিক্সশেসন তথ্য দিয়ে দেবেন । তার পর আনলাইনে পে ফিক্সশেসন করে সাবমিট করা হবে ।
সে ক্ষেত্রে সব থেকে প্রথমে OSMS এ লগইন করতে হবে । লগইন করার পর মাস্টার ডিরেক্টরি তে নতুন অপশন পাবেন ROPA 2019 PAY FIXATION ।
ROPA 2019 PAY FIXATION ক্লীক করলে একটি নতুন পেজ ওপেন হবে । সেখানে সেই স্কুলের সমস্ত স্টাফের নাম পাবেন যেমন নীচের ছবিতে দেখানো হয়েছে ।
রোপা ২০১৯ লাগু হওয়ার পরে কি ভাবে Service Book আপডেট করবেন - How to re-casting Service Book ROPA 19
সে ক্ষেত্রে সব থেকে প্রথমে OSMS এ লগইন করতে হবে । লগইন করার পর মাস্টার ডিরেক্টরি তে নতুন অপশন পাবেন ROPA 2019 PAY FIXATION ।
প্রত্যেকটি কি নামের পাশে পাশে দুটি করে অপশন পাবেন view ও Edit । পে ফিক্সশেসন করার জন্য এডিট এ চলিক করুন , তাহলে নীছে দেওয়া ছবির মতো একটা পেজ আসবে সেই ব্যাক্তির যার নামে পাশের বাটনে ক্লিক করেছেন ।
এবার সে ব্যক্তির পে ফিক্সশেসন এর জন্য তিনি যে তারিখ থেকে আপশ্ন দিয়েছেন সেই তারিখটি দিন W.E.F date এ । এর পরে আছে Reason . এই ঘরে প্রথম লাইনের জন্য সিলেক্ট করতে হবে Change Ropa এবং এর পর দিতে সিলেক্ট করতে হবে পায় স্কেল , পে ইন পে ব্যান্ড , AGP । এগুলি সিলেক্ট করলে বাকি ঘর গুল নিজে নিজে গণনা করে বসিবে নেবে সাইট। রোপা ২০১৯ এর ন্রতুন বেসিক ও গণনা ও হযে যাবে । পরে আমাদের তার পরের ইনক্রিমেন্ট দেখানোর জন্য পাশে যে + চিহ্ন আছে তাতে ক্লিক করতে হবে । তাতে কিল্ক করলে এই লাইনের মতো আবার একটা নতুন লাইন যোগ হবে তাতে তার পরের ইনক্রিমেন্ট এর তথ্য দিতে হবে । যেমন ছবিতে দেখানো হয়েছে ।
এর পরের লাইনে তার পরের ইনক্রিমেন্ট এর তারিখ সিলেক্ট করুন ও REASON ঘরে কারণ লিখুন । যদি ANNUAL INCREMENT , 10/20 years INCREMENT হয় তাহলে সেক্ষেত্রে বাকি তথ্য অটোমেটিক নিয়ে নেবে । রোপা ২০১৯ এর ন্রতুন বেসিক ও গণনা ও হযে যাবে রোপা ২০১৯ এর ঘরে । REBISED PAY ও কোন লেভেলে সেটা ফিট হচ্ছে তাও উল্লেখ থাকবে ।
সমস্ত তথ্য দেওয়ার পর নীচের ছবির মতো দেখাবে ।
সব তথ্য দেওয়া হয়ে গেলে শেষ বেসিক টি সেই ব্যক্তির ২০১৯ এর ডিসেম্বার মাসের বেসিকের সাথে মিলে যাবে ।
সমস্ত প্রদেয় তথ্য ঠিক থাকলে নীচের দেওয়া SUBMIT FIXATION এ ক্লিক করে সেটা সাবমিট করবেন ।

At last Education Department of West bengal published the ROPA 2019 for the teachers and the non teaching staff of pay commission . The Education Department is the last department who publish the ROPA at the end for schools. Most of the contain of ROPA is unchanged . The main changes made in ROPA published by Finance Dept and ROPA published by the Education department are :
Summary :
১. ০১/০১/২০১৬ থেকে ৩১/১২/২০১৯ পযন্ত কোন এরিয়ার পাওয়া যাবে না।
২. এইচ আর এ হবে রিভাইসড বেসিক পের ১২%, সর্বোচ্চ ১২০০০/- টাকা প্রতি মাস।
৩. এম এ হবে প্রতি মাস ৫০০/- টাকা ইফেক্ট ০১/০১/২০২০।
৪. যে সমস্ত শিক্ষক-শিক্ষিকা পিজি তে আছেন মানে গ্রেড পে যাদের ৪৮০০/- তাদের PB 4A তে আপগ্রেড করা হয়েছে।
৫. ইনক্রিমেন্ট আগের মতই ১লা জুলাই প্রতি বছর ই পাওয়া যাবে। কিন্তু ৬ মাসের গ্যাপ থাকতে হবে।
৬. ৪১০০/- এর বেশি গ্রেড পে যাদের নয়,তারাই একমাত্র ১৮ ইয়ারস বেনিফিট পাবেন।
৭. ১০ ইয়ার বা ২০ ইয়ারস বেনিফিট সবাই পাবেন প্রথম কর্মজীবন থেকে কন্টিনিউয়াস ও স্যাটিস্ফ্যাক্ট্ররি সার্ভিস হলেই।এরকম ইনক্রিমেন্ট সমগ্র কর্মজীবনে দুটো পাবেন।
৮. উচ্চমাধ্যমিক স্কুলের প্রধান শিক্ষক-শিক্ষিকা মহাশয় গণ যে ২০০/- টাকা এডিশনাল গ্রেড পে পেতেন, সেটি অবলুপ্ত হয়ে গেল।মানে গ্রেড পে ৫৬০০/ টাকা থাকবে না।গ্রেড পে ৫৪০০/- টাকাই থাকবে।এর পরিবর্তে এডিশনাল রেমুনারেশন পাবেন ৫০০/- টাকা প্রতিমাস।এটি অনেকটা IR এর মত বসে থাকবে।৫৪০০/- লেবেল ধরেই তার পে ফিক্সেশন হবে।
1. The AGP for HM/AHM will not be count in basic while fixation .
2. Additional remuneration of 500 for HS school HM/AHM.
3. For TIC of HS school get remuneration of 250 and for secondary 200.
4. Extra increment for HM and AHM during fixation for promotion from AT to AHM/HM.
5. Annual increment will be of 3% of basic round off of 100.

6. for 18 years increment incumbent will get extra one increment in the same level after that it will be fixed at the next matching level or next higher level.
7. Staff have to submit OPTION and FIXATION form to HM and HM will submit it to the president of MC or Administrator.

১০. ভারপ্রাপ্ত প্রধান শিক্ষক-শিক্ষিকা দের জন্য বলা হয়েছে মাধ্যমিক স্কুল হলে এডিশনাল রেমুনারেশন পাবেন ২০০/- টাকা প্রতি মাস।আর উচ্চ মাধ্যমিক স্কুল হলে পাবেন ২৫০/- টাকা প্রতিমাস।ইফেক্ট ০১/০১/২০২০ বা যেদিন তিনি উক্ত পোস্টে আসবেন সেদিন থেকে।যেদিন তিনি এই পদ ছেড়ে দেবেন সেদিন ওনার এই এডিশনাল গ্রেড পে বন্ধ হয়ে যাবে।
১০. প্রাথমিক স্কুলের প্রধান শিক্ষক এডিশনাল গ্রেড পে পাবেন ৪০০/- টাকা প্রতিমাস।
১১. এডিশনাল রেমুনারেশনে কিন্তু ডিএ বা এইচ আর এর সাথে বা রিটায়ার বেনিফিট এর সাথে কাউন্ট হবে না।এটিও কোন বৃদ্ধি হবে না।
১২. সহকারী শিক্ষক বা শিক্ষিকা প্রধান শিক্ষক বা শিক্ষিকা হলে তিনি একটি ইনক্রিমেন্ট পাবেন ও লেভেল ১৬ তে যাবেন।গ্রেড পে হবে ৫৪০০/-।

Here is the list of primary school those are upgraded to upto class V from the academic session 2020
After a long delay West Bengal Primary Education Department Published the list of primary school those are upgraded to upto class V. In the beginning of the year Education department decided to upgrade primary schools upto class IV to class V as per national education policy. But it was not possible for government to upgrade all the primary school to class V as there was not enough infrastructure and lack of teacher . So the govt. decide upgrade some schools to class V and rest of the primary school will be upgrade step by step .
In next few year all the primary school will be upgraded to upto class V and all the Secondary and Higher secondary school will be upto VI to X and Vi to XII respectively .
The Govt. is unable to make all the primary school upto class V as there are very low number of teacher available in the primary school. There are some where only one or two teacher are available to teach the students.

clarifications on the points raised for information and guidance of all concerned of ROPA 2019

MEMORANDUM
Consequent upon
promulgation of the West Bengal Services ( Revision of Pay and Allowance)
Rules,2019 and Finance Department's Memo. No-5563-F dt. 25.09.2019, certain
points have been raised from different corners regarding various aspects of
fixation of pay in the revised pay structure as well as exercising of option to
come under the revised pay structure.
After careful consideration
of the matter the undersigned is directed by order of the Governor to provide
the following clarifications on the points raised for information and guidance
of all concerned.

proviso to Rule 5 of the WBS(ROPS) Rules,2019, a government employee is eligible to
exercise option to come under the said Rules from the date
of promotion.
The pay
of the employees who, after
getting promotion during the 2nd
January to 30lh June in any of the years from 2016 to 2019 got
their pay fixed w.e.f. the date
of next increment on
1st July
as per their option in terms
of the then existing provision (ROPA-2009), cannot be fixed under revised pay structure from the date
of promotion because of the fact that
on that date
such employees did not
get pay fixation benefit
of promotion except the Grade
Pay of the promotion post in
the case of functional promotion and got nothing in
respect of nonfunctional promotion.

In respect of the
employees who, after getting promotion during 2nd January to 30lh
June in any of the years from 2016 to 2019, got their pay fixed w.e.f. the
date of next increment on 1st July, the date of final fixation of
pay on promotion, whether functional/ nonfunctional, in the pre-revised pay
structure shall be treated as the date of promotion for the purpose of the 2nd
proviso to Rule 5 of the said rules.

In terms
of 2nd proviso
to Rule 5 of
the WBS(ROPS) Rules,2019, a
government employee is eligible to exercise option to come under the
said Rules from the
date of promotion that
took place between 1st
day of January 2016
|
As the 2nd
proviso to the said Rules does not categorically indicate the same, the
employee is eligible to exercise option for the revised pay structure from
the date of any promotion whether functional/ non-functional that took place
during that period.

and the date of notification of the said Rules and it is observed that
a few employees got more than one promotion during that period.
A question has been raised whether such an
employee is eligible to
exercise option to come
under the revised
pay structure from the date of 2n or subsequent promotion.

It is
observed that few employees got more than one promotion within
one year during the
period from lbt January 2016
to the date
of notification of the
Rules. In terms of Memo. No-
919-F dt. 02.02.2006 such employees are eligible to
get pay fixation benefit for subsequent promotion only after completion of
one year probation period in
the immediate lower promotion post.
A question has been
raised whether such an employee who, after getting promotion has not got
final pay fixation benefit due to non-completion of one year probation period
in the lower promotion
post in terms
of Memo. No-919-F dt. 02.02.2006, is
eligible to exercise option
to come under the revised pay structure from the date
of such subsequent promotion.

Option to come under the revised
pay structure in respect of such an employee shall be regulated in terms of
the provisions of Rule 5 of the WBS(ROPA) Rules,2019 except from the date of
subsequent promotion in which he has not got final pay fixation benefit due
to non-completion of one year probation period in the lower promotion post
in terms of
memo. No-919-F dt. 02.02.2006.
In respect of such an employee, the revised pay so arrived at
immediately before such promotion as per the option in the above manner or
due to increment or promotion
shall initially be fitted w.e.f. the date of promotion in the
appropriate Level attached to the promotion post at the same
Cell as that of the said pay and in absence of such Cell, it shall be fitted
at the next higher Cell and such pay shall finally be refixed under the
provisions of Rule 11 of the WBS (ROPA) Rules,2019 on completion of one year
probation period in the earlier promotion
post in terms
of Memo. No-919-F
dt. 02.02.2006. In that case he may have option to get his pay fixed
in the promotion post either from the date of completion of probation period
in the lower promotion post or from the date of next increment which falls
after that date.
Illustration 1
An employee while drawing pay of
Rs.7220/-( Rs.5520+Rs.l700) in the lower post in PB-1 with Gr. Pay
Rs.1700/- was promoted
to the post
of LDA on 21.10.2018 in
PB-2 with Gr. Pay
Rs.2600/- and was again promoted to the post of UDA w.e.f.
19.11.2018 in PB-3 with Gr. Pay Rs.3600/- before completion of one year
probation period in the post of LDA. After granting one promotional
increment, his pay w.e.f. 21.10.2018 in the post of LDA in PB-2 with Gr. Pay Rs.2600/- was fixed at Rs.8840/-
(Rs.6240 +Rs.2600) i.e at the minimum. On promotion to the post of UDA, his
pay was provisionally fixed at Rs. 9840/- (Rs. 6240 + Rs.3600) w.e.f.
19.11.2018 which shall be refixed w.e.f
|
|
21.10.2019 at Rs.11040/- (Rs.7440 + Rs.3600) in PB-3 with Gr. Pay Rs.3600/- in terms of Memo. No-919-F dt. 02.02.2006 after allowing normal
increment on 01.07.2019 and
one notional promotional increment. For Fixation of pay in the revised pay
structure he may opt w.e.f. 01.01.2016 or 01.07.2016 or 01.07.2017 or
01.07.2018 (as he did not get any promotion during
that
time) or from 21.10.2018, the date of promotion to the post of LDA.
If he opts for the revised pay
structure from 21.10.2018, his pay in the post of LDA w.e.f. 21.10.2018 shall
be fixed at Rs. 23400/- in Level 6 (Rs. 8840 x 2.57 = Rs. 22718.80 = Rs.
22719)
On promotion to the post of UDA
his pay shall initially be fitted w.e.f.
19.11.2018 at Rs.
28900/- i.e at
the minimum of Level 9, which shall finally be refixed w.e.f.
21.10.2019 at Rs. 28900/- in terms of Memo. No-919-F
dt. 02.02.2006 after allowing normal increment w.e.f. 01.07.2019 in the post of LDA and one notional increment for promotion. His next increment will be on 01.07.2020.
Illustration II
An employee while drawing pay of
Rs.9990/- (Rs.8090 +Rs. 1900) in PB-2 with Gr. Pay Rs.1900/- was promoted to
the post of LDA w.e.f. 07.03.2019 in PB-2 with Gr. Pay Rs.2600/- and was
again promoted to the post of UDA w.e.f. 20.04.2019 in PB-3 with Gr. Pay
Rs.3600/-.
His pay on promotion to the post
of LDA may either be fixed at Rs.10990/- (Rs.8390+ Rs.2600) straightway
w.e.f. 07.03.2019 or at Rs.11300/- (RS.8700+ Rs.2600) w.e.f.
01.07.2019 according as he opted w.e.f. 07.03.2019
or
01.07.2019.
In case, he opted for such
fixation w.e.f. 07.03.2019, on promotion to the post of UDA, his pay was
initially fixed w.e.f.
20.04.2019 at Rs.11990/-
(Rs.8390+ Rs.3600) which shall
be refixed w.e.f. 07.03.2020 in terms of memo. No-919-F dt.
02.02.2006. In case, he opted for such fixation w.e.f. 01.07.2019, his pay on
promotion to UDA was initially fixed w.e.f. 20.04.2019 at
Rs.11690/-(Rs.8090+Rs.3600) and w.e.f. 01.07.2019 at Rs.12300/- (
Rs.8700+ Rs.3600) which
shall be refixed
w.e.f.
07.03.2020 in terms of Memo. No-919-F dt.
02.02.2006.
If he opted for fixation of pay in the pre-revised pay structure in the post of LDA w.e.f. 01.07.2019, he may opt for revised pay structure w.e.f. 01.07.2019 and in that case his pay in the revised pay structure in Level 6 may be fixed at Rs. 29600/- w.e.f. 01.07.2019. On promotion to the post of UDA, his pay may initially be fitted in Level 9 at Rs. 29800/- w.e.f. 01.07.2019 which shall be refixed w.e.f. 07.03.2020 in Level 9 at Rs. 30700/- in terms of Memo No. 919 - F dtd. 02.02.2006 |

with next increment on
01.07.2021. Such refixation may also be done w.e.f. 01.07.2020, if he so
opted, raising his pay to Rs. 31600/- in Level 9 with next increment on
01.07.2021. However, in case he opted for fixation of pay in the revised pay
structure w.e.f. 07.03.2019, his pay on promotion to the post of UDA may be
fixed in the same manner as detailed herein.

A Government employee after coming under the revised
pay-structure first gets
nonfunctional movement to higher Level within the period from 2n
January to 30lh June
of a particular year
and thereafter gets promotion
to higher Level within the same period.
How his pay will be fixed
if he opts to get his pay fixed in the promotion post on the date of his
annual increment on the 1st July of the year?
|
Following the analogy as provided under Note 1 (b) below
rule 11 of the WBS (ROPA) Rules, 2019, in cases where non-functional movement to higher Level and
functional promotion fall within the
period from 2nd January to
30th June of
a particular year
and a government employee opts
to fix his pay in the nonfunctional higher Level or promotion post on the
date of his annual increment, no interim benefit of pay fixation will be
allowed for non-functional movement to higher Level. However, on the date of
functional promotion, his pay
will be placed
in the applicable Level
of the promotion post at the
same Cell as that of his existing pay and in absence of such Cell, it shall
be fitted at the next higher Cell of that Level.
On the 1st July, his
pay for such non-functional movement to higher
Level will first be fixed after allowing normal increment in the
manner as laid down under Rule 11 (i) of the WBS (ROPA) Rules,2019 and
thereafter on the basis of such pay so arrived at he will be allowed
promotional pay fixation
in the same manner.

|
Certain question has
been raised as regards
exercising option to come under revised pay structure under WBS(ROPA)
rules,2019 in respect
of the employees appointed on transfer from another post on or
after lsl day of January, 2016 (Explanation 2 below rule 5)
|
The employees mentioned under Explanation 2 below Rule 5 do not
include the employees who joined in a post by transfer from another post in
the interest of public service as per the specific provisions of the relevant
Recruitment Rules. For
example, Typists of
the Secretariat and LDAs of the Directorate appointed on transfer to
the post of LDA of the Secretariat, LDCs of the Regional Offices appointed on
transfer to the post of LDA of the
Directorates etc. as per
relevant Recruitment Rules are
such categories.

|
It has
been provided under Rule 48 (f) of the W.B.S.R. Pt-I
that unless the
Government directs to do so
in certain circumstances, extraordinary leave availed by
a State Government employee
does not count towards his increments for which periodical increments
of such an employee is to be deferred
after excluding the period not
qualifying for
|
WBS(ROPA) Rules,2019
has prescribed a uniform date of annual increment in respect of all
State Government employees which is 1st July of every year. It is
therefore decided that when the extraordinary leave availed by an employee
has not been counted towards his increment under Rule 48(f) of the W.B.S.R.
Pt-I, the same may be regulated in the following manner: (i ) When the period
of extraordinary leave ranges from more than one month to eleven months
before 1st July of the
next year, the
Government employee may
be allowed the next annual increment notionally on the 1st July
of the next year with actual benefit from the month
|
increment and to be fixed
on the first day of the particular month in terms of Rule 48A of WBSR Pt-I.
Now the question
arises how such deferment
of increment will be
regulated under the
WBS(ROPA) Rules,2019?
|
after deducting the non-qualifying month(s) of service
spent on such
leave from the
1st July of
notional incremental benefit.
To illustrate, a
Government employee after
getting periodical increment on
1st July 2017,
went on extraordinary leave for 5 (five) months 8
days within 30th June
2018. He would
get increment notionally on 01.07.2018 with actual effect from
01.12.2018.
(ii) Similarly, when
extraordinary leave for one month to eleven months covers the date of increment of 1st
July of the year, he
will be allowed
notional periodical increment
for that year and actual benefit would be allowed after the end of the
extraordinary leave and also counting the period of non-qualifying service
spent on such leave taken together.
To illustrate, a government
employee remained on extraordinary leave
on and from
20.03.2018 to 26.09.2018 i.e.
for 6 months 11 days. He would be allowed
notional annual increment on 01.07.2018 but the actual
benefit would be admissible to him from 01.04.2019.
(iii ) In case the
extraordinary leave stretches over one year or more, no annual increment will
be admissible for the year(s) spent
on such leave.
He will get annual increment w.e.f. the next lsl July of
the year when he joins after spending such leave.
To illustrate,
a
Government employee remained
on extraordinary leave for 1 year 5 months on and from 30.12.2017 after
coming under the
revised pay-structure. He
would not get
annual increment on 01.07.2018. He
would get usual
increment on 01.07.2019.

|
How the annual increment of a Government employee will be regulated under
the revised pay-structure after
revocation of his suspension?
|
If the period of suspension in respect of a Government employee has
not been treated as the period spent
on duty, the incremental benefit
in respect of
such employee shall be regulated following the procedure as shown under
clarification No-5 as
if he were
on extraordinary leave.
